‘Viksit Arunachal’: BJP’s ‘Sankalp Patra’ for Arunachal Pradesh Elections 2024



The Bharatiya Janata Party (BJP) has presented its ambitious manifesto named ‘Viksit Arunachal’ for Arunachal Pradesh Assembly Elections 2024. Presently the BJP holds the reins of power in Arunachal Pradesh’s government and the ‘Viksit Arunachal’ manifesto can be seen as a continuation and furtherance of the BJP’s work in the state. This comprehensive blueprint envisions reforms across various sectors, targeting a significant leap in Arunachal Pradesh’s growth and progress. Emphasizing strong infrastructure, empowerment in agriculture, development for women and youth, accessible healthcare, transparent governance, economic advancement, and cultural conservation, the manifesto offers a comprehensive strategy to propel Arunachal Pradesh towards unparalleled development. Before addressing a public rally in the state, BJP president JP Nadda unveiled the document in Doimukh.1

Infrastructure Development

At the forefront of the manifesto is the commitment to robust infrastructure. The ‘Arunachal Pradesh Gati Shakti Master Plan’ aims to bolster multi-modal connectivity with critical projects spanning roadways, railways, and airways. In collaboration with the Central Government, a significant investment of INR 2,200 Crores will be directed towards constructing over 1,000 km of rural roads. Prioritizing development, the plan focuses on the Tirap-Changlang-Longding
districts and expedites the construction of the INR 26,000 Crores Arunachal Frontier Highway (NH-913). Additionally, sustainable transportation solutions like eco-friendly ‘Suryodaya EV buses’ and the ‘Vande Bharat Express’ will be introduced in Itanagar.

Empowering Agriculture

The BJP underscores the importance of agriculture with initiatives like increasing financial assistance under PM Kisan Yojana from INR 6,000 to INR 9,000. The ‘Arunachal Pradesh Agri-Infra Mission’ is launched to bolster agricultural infrastructure, while the ‘Mithun and Yak Rearing Mission’ focuses on preserving indigenous breeds. Integration of fish farmers under PM Kisan Yojana further strengthens the support to the agrarian community.

Women and Youth Development

The manifesto places a strong emphasis on women and youth empowerment. The ‘Dulari Kanya Scheme’ offers INR 50,000 financial assistance for higher education to uplift women. Initiatives like affordable LPG cylinders and collateral-free loans up to INR 10 Lakhs for young women entrepreneurs aim to foster financial independence. For the youth, 25,000 employment opportunities are to be created. Educational initiatives like the ‘ARUNSHRI Mission’ and ‘Arunachal Pradesh Skill Development Mission focus on enhancing skills in emerging technologies.

Healthcare for All

Healthcare remains a priority with an allocation of INR 1,000 Crores to modernize medical infrastructure. The ‘Arogya Bhava Initiative’ ensures health insurance coverage through PM Ayushman Bharat Yojana and Chief Minister Arogya Arunachal Yojana. The ‘Medicine from the Sky’ initiative using drones for remote medical deliveries and the commitment to make Arunachal Pradesh TB-free by 2025 are steps towards accessible healthcare.

Accountable Governance

Transparent and accountable governance is highlighted through initiatives like the ‘CM Jansunwai Initiative’, ‘Arunachal Pradesh Family ID Card’, and ‘Seva Aapke Dwar 3.0’. Efficient delivery of government services and the ‘Mukhya Mantri Viksit Arunachal Fellowship’ aims to involve youth in governance. Establishing Arunachal Bhawans in metro cities will further enhance outreach.

Economic Growth

Economic prosperity is targeted with policies aimed at doubling per capita income in five years. The focus is on creating a conducive business environment with a ‘Single-Window Clearance System’, establishment of an IT Park, and promoting ethanol production. ‘One Tribe-One Weave’ and ‘One District-One Product’ initiatives support artisans and promote local craftsmanship.

Inclusive Welfare

Inclusivity is a core principle reflected in initiatives like women-run Suryodaya Canteens, Pradhan Mantri Garib Kalyan Anna Yojana, and modern housing facilities for government employees. The ‘Arunachal Pradesh Handloom Weavers’ Development Mission’ further underlines the commitment to inclusive growth.

Culture and Tourism

The rich cultural heritage of Arunachal Pradesh is celebrated with events like the ‘Arunachal Pradesh Cultural Mela’, ‘Statue of Valour’, and ‘Martyrs Memorial Museum’. Efforts to establish Arunachal Pradesh as the ‘Adventure Tourism Capital of India’ and pursue UNESCO Heritage status for cultural landmarks underscore the focus on tourism promotion.

With its multi-dimensional approach encompassing infrastructure, agriculture, women and youth empowerment, healthcare, governance, economy, and culture, the manifesto offers a promising roadmap for the state’s future. It aims to uplift the lives of Arunachal Pradesh’s citizens by fostering growth, ensuring inclusivity, and preserving its rich cultural heritage. While the manifesto presents an optimistic vision for Arunachal Pradesh, its success will hinge on effective implementation, collaboration across levels of governance, and adaptability to evolving challenges. As the BJP moves forward with its agenda, it will be crucial to maintain transparency, engage with stakeholders, and prioritize the welfare of the people.
